 In the United Lunar Nation, law enforcement functions much as it did in ancient times on Earth around the turn of the second millennium. There is a government police force and criminals are fined, sentenced to labor, or used as test subjects for various technologies. Crime rates are relatively low in most of the mega-cities, and where this is not the case, the media covers it up anyway. Jail time is uncommon and given almost exclusively for acts of violence. One notoriously grey area is corporate espionage and sabotage, and those caught in these acts are fined which their employer readily pays in order to prevent the episode from becoming a publicized scandal. It is uncommon for the victim of such non-violent crimes to exact revenge upon the perpetrator -- to them, a hefty reimbursement suffices to sweep the matter under the rug.  Sky City on Venus does not have the capacity for extended jail time. There is a holding area in the Gaiman Corp quarters where people are kept in the case of arrest, but they are almost always sanctioned through the appropriation of their wages. Industrial infractions are dealt with as it is at home: espionage and low-scale "obstruction" is repaired with an unofficial monetary compensation. Colonists caught in acts of petty theft, violence or vandalism are typically made to give up one week to one month's wages; more serious acts of undermining the colony's peace, violence with bodily harm, or destruction of valuable property costs two to three months' wages; acts of wanton destruction, such as the setting of bombs or fires, or inflicting severe and permanent harm to other colonists is punished with up to six months pay and the perpetrator is usually fired and left with no job in a colony on Venus -- a rather bleak prospect, and one that all but forces them to take any offer they can get, no matter how demeaning.  Sky City on Venus does not have the capacity for extended jail time.  Black markets are generally tolerated and tend to morph into legitimate corporations in time, but an unlicensed operation that infringes too overtly on a neighboring business in good standing with local officials might find itself the target of a sudden raid. Where such operations spring up, dealings are kept clandestine and are protected by the goons of whomever runs the market. It is technically illegal to run a business without a license, but officials acknowledge these things as inevitable and tend to merely keep an eye on them in order to prevent them from getting out of control.
