Only for, like, a month, afaik.
ETA: I think sometimes this seems like a good idea as a way of combating RPP creep. The traditional reasoning for why races cost RPP is that otherwise they wouldn't be rare in proportion to their requirement. Roles don't really require the same restriction, unless the admins want to keep the higher cost ones rare as well.
