WTF?

Spent 2 hours making a char, and I can't play? Of I simply can't submit my bio? I am totally confused.

Says "Sorry, but you do not seem to have the reward points to submit this application"

Please help?

You may have picked a race or something that require more RP points. For reference, a starting character can only have the Terran race and one of the base Faction types or independent.
