Now that I think about it, I believe it's that items with multiple uses (ie a hide, bolt, bar, etc) when stacked, get treated like they each have a single use? I know things like food packets work fine, it's the multi-use items that go wacky when stacked.

Maybe an item with a prog to have the items transferred out of the stockroom and to the person? I dunno anything about progs, by the way, so just offering a suggestion.
