Yes. The old system was generally maligned because combat(even melee) in turf areas ended up with echoes of vNPCs getting hurt. With melee it was something like combat greater than six people or something. There were two problems with it. First, it happened -too- often. Second, smgs existed, and the chance was per-bullet, and a lot of people used smgs, usually at max-range. People missed a lot and a lot of NPCs died.
People disliked it. But I think if the time comes that people are calling for reasons to not see people go on massive killing sprees, this change would give reasons. If people are calling for a grittier gameworld, this would bring it about. It's post-apoc. Actions deserve consequences. And given that I've been told the old system doesn't even exist, one built from the ground up might even be tolerable.
Like Crayon said, though, it's a small part of the problem. The bigger problem is 6-20 PCs on, but in the last week I've played with six. In the last five days I've played with four. People don't come out to find other players. People don't stop when they do find other players. People don't reach out to proactively play with others when they -do- stop in the Boozer to read boardposts and then leave.
