Yeah. All craft skills now also cost 20 dollars, and for another hundred, you can buy an item that will enhance all their stats.
In order to raise above familiar in a skill, you're going to need to spend about ten dollars per tier.
You can unlock omni-legendary skills for 500 dollars.

Someone do the math to figure out how much I'd have to spend to get a 92sum PC and:
Prowess: Amateur Brawling: Beginner Long-Blade: (Adroit)
Dodge: (Talented) Deflect: (Master) Sole-Wield: (Adroit)
Dual-Wield: (Novice) Aim: (Familiar) Rifle: (Adroit)
Hide: [Beginner] Hunting: [Talented] Eavesdrop: Beginner
Butchery: (Adroit) Biology: [Familiar] Weaponcraft: [Adroit]

I didn't pick up dual wielding until about 2-3 months before the game ended, and I never sparred and rarely went below 5 stars in combat/was heavily armored, so it wouldn't go up D=.

Yes.
And Aken: I had my skills over the cap, and apparenty smallblade counts, so whenever Staff would do their weekly "your skills accidentally went over cap, what do we take them from?" I would draw it from smallblade/scavenge.
