I have given this issue some thought myself. Granted, poor nutrition is certainly a factor, and I appreciate that most players seem to take that into account. There are far more short and scrawny PCs around than one generally sees in a game.
The issue, as you've pointed out, is the matter of exactly how short. My own PC, according to score, is on the small side -for a twelve year old-.
I was under the impression, however, that we are not, in fact, a colony of tiny elf-people, with curiously ant-like strength, but that the height/weight code is, as it has been historically, notoriously wonky and that it's a pretty good rule generally to play to the generic descriptors, rather than the hard numbers.
I could be wrong though. I'd be interested in the official word on it.

To be fair, the height code has literally no effect and no one can see how tall you are. So long as you're not roleplaying as an 8 foot tall giant, I'm not going to bitch at you for your height.

5ft10 is the tallest your average Terran can get, I think? So when you pick anything below average, realize what you're getting yourself into.

the first average humans WERE actually taller than we are today because almost all of what they ate was animal protein from hunting. However, as Holmes pointed out, as long as you don't RP as a giant, no reason to not just pass it off as a normal-height person or anywhere in between.
