I was just mentioning in another thread that the low volume of chips available makes a viable economy difficult, especially with regards to non-essential things like gambling, whoring and booze.
What if each Family were able to print their own vouchers or scrip, to be used as currency within their own stores and turf, and possibly be traded for chips, with a varying exchange rate. This would give Families a good way to pay their members or those doing work for them, and know that the pay will eventually come back to them.
I realize coding npcs to accept these may be impossible, but that too would encourage more rp for trading in the vouchers and help make the economy less stagnant.

Why? It would let them pay for goods and services with vouchers, and save chips for more valuable things, then those vouchers could be redeemed for family goods and services that may not have significant chip value.

Because when you log in as a lead PC the first thing you do is deal with three different people asking you three different questions. Then you have a dozen people ask you when they get to go out and kill stuff. Then you have to deal with making sure your clan has all the supplies they need, you have to figure out what you need to get on the trip later. Then you have to bring out groups of people to have that fun time for hours. All that plus now you have a second set of currency to mess with and a 'redemption' system... when it can all be covered by bartering. What's wrong with bartering... or getting paid in actual chips?

I think adding exchange rates is going to lead to a lot of unnecessary complexity. Don't remember which thread it was that said that so offering an alt. suggestion here. Probably has already been suggested.
A lot of the chip problem is that the people who are able to get chips (family members) are fighting with other families/members for a limited resource. Then they have to prioritize buying gold and cleaning kits -- any individual purchases with chips are likely going to be for necessities, unless you are really on about running through all of Rust collecting chips. The main steady chips for families are the family-specific mobs, which are less likely to be shaken down.
I think the addition of a similar work type to the hull maintenance crew -- always there, pays a small amount of chips and gives a long cd -- would be really beneficial, especially for individual spending, which is something that will help drive the player run economy so more npc chip sinks can be purchased. Right now, the mentality is probably to hoard/buy necessities only.
However, a place like Rust understandably doesn't have much of that kind of economy. Something like that would have to be set up using Bjork, since Bjork can presumably tax breathers and collect rent from market property on top of having Boozer income. Eg., a market cleanup crew, for example. I would also recommend that cd be increased from 6(?) to maybe 12 or 24 hours and maybe some flavor stuff, like adding filth to your clothes.

Honestly. I'm 100% surprised my guy hasn't been paid, at least partially, in whore time and drugs by the Nines yet.
They have some of the easiest things to barter with. Sex, drugs and booze, all available to them. Yet I haven't heard about them going like "Well, I need more silver. Tell you what, you get me a handful on this next run, you can pick any girl you want at the darkside"

Its more of a thing of specific whore asking for someone to bring something back and taking that scav as payment for whatever. There hasn't been any clan sanctioned 'rewards' for family members. Overall incentive is just plain low, if you are not extremely interested in the general success and well being of your clan you feel like a peasant in a communist country. Everything you earn goes to the family and yes you get access to things but you never feel personally rewarded.
