However, I believe this helpfile pre-dates the opening of Parallel, and the relevant wiki entry seems to take a more relaxed view of the topic. How stringent are expectations for the retirement of minor and/or lightly played PCs?

Personally I'm a bit more flexible if you rolled a character and never played it.
The Wiki is the official policy.

So long as you're not abusing the retirement system to make your PC immune to conflict, an unretirement request is likely to be approved along the guidelines set forth in the wiki.

HELP RETIREMENT is outdated. If you'd like to unretire a character at some point it is -advisable- but not required that you contact staff beforehand and discuss what they will be doing. This becomes more important depending on the stature of your PC.
If you're a clanlead, and you retire without contacting us, you're likely to have a bad time if you wish to play that PC in the future.
If you're Joe Schmoe Indie who has one friend and no enemies, then, we're probably not going to fuss.
