If I log on and don't see anyone (in-person or on notify), what are my options?
Are there day labor crafts somewhere around the market? Are there areas it's at all safe to take a half-naked knife-wielding newbie PC adventuring? Any useful maintenance or other skilled crafts available to unclanned and unequipped PCs?

Right now things are pretty limited for a solo newbie, unfortunately.
You can venture down into the sewers to scav (very basic scrap) and murder from the Market entrance pretty safely as long as you don't go into the water and won't have anything to worry about except for squicks (which might gang up and attack you if you get too beaten up but are otherwise non-aggressive). There are also rats down there but you need to strike from hiding or shoot/throw something if you want to hit them.
If you have a starter kit for electronics you might be able to fix the lights in the back of Bjorks (unless those are working again?) but you'd also need light to actually see back there to do it.
Chips are only really available to Families aside from any you started with, so you would need to trade with them for them. Things like decent bars of metal or plastic are probably your best bet.
