No. Why would we do that?

Because gunsmithing hates branching and you don't want to torture your poor players.

The original logic was that timers would only go on finished products that could potentially have saleable value. These go up drastically from poor to ordinary to good (2 to 6 to 24, respectively).
We intentionally built crafts into every craftset without timers to help those that need them for practice - these included the intermediate-step production crafts like repair ruined-barrel. A PC should be able to go through and repair all their ruined barrels without a timer. If they suck at their skill and keep ruining barrels, then they get the extra tests to keep fixing them. Eventually they get better.

Not to mention that, if I remember correctly, it takes four successful attempts to repair a ruined barrel, which at its completion can only be used in poor gun crafts. That puts it on the level of oquality weapons in terms of time spent in production.
I can't speak to the majority of the craftsets, but I know of several that have a timer-less craft that can be repeated in succession at a minimal material cost so crafts can be branched. Removing the timer from this craft in particular would make the gunsmithing craft suite a bit more viable, particularly for indies.
My $.02

I think Kelil's two cents are pretty valuable here, really.
My limited gunsmithing experience on ARPI was miserable and nigh impossible.
And most other craft suites DO have something timerless.

Most objects IG that can be produced cannot equal the raw power of a gun, even a pquality one.

Don't really see your point.
Even as-is, someone can branch into oquality gunsmithing within a week if they're very consistent, and within two have all of the crafts, being that there -are- timerless crafts in the oquality sphere. Point being, within two weeks of persistent crafting, given the materials and resources, one can be fabricating even better guns from scratch. If you want to reduce the ability for leet guns to be pumped out to the general populace, it'd be better to raise the timers on the oquality crafts than leave the ruined-barrel craft as it is; as it stands, anyone with access to just a handful of gunsmithing materials would consider the craft utterly useless. The only use for it, really, would be for an indie that had difficulty procuring the parts needed as you're limited to salvage/some oquality parts for the pquality sphere.
Making a new oquality barrel takes 6 OOC hours. Refurbishing a damaged one, if I'm correct in my remembering, takes 8. That's a tad ridiculous. You can forge, sharpen, and assemble four pquality swords in the time it takes to make a pquality gun barrel -usable-. That's a little off, in my humble opinion.

Craft for armoring coats. Iunno what it would cost...probably half a bar of plastic and however many kevlar weave batches it takes to make a flak vest.
