I notify if I'm on and not involved in anything. Or if I'm involved in something that more people will want to be in on.
As an aside, I miss the days when I had a hoard of NPCs to control. The notify wars were quite lovely. A bit OOC, but lovely. They always inspired a giggle or two.

I'll usually respond to a notify, unless I know I'm somewhere I couldn't be found and/or the person notifying is scarfed/bandanad/meshed/whatevere'd up. They don't get responses. Show your face, people!

If people respond to my notify I always PK them within 10 days.
